Integrated  cross section (a0^2) for e-HeII(nf,lf) <- e-HeII(ni,li) for ni <= 9 and nf <= 10 (note n=10 is denoted by the character ":").
TICS is the Total Ionisation Cross Section, which is the sum of cross sections for states nf with ef>0.
TCS is the Total Cross Section, which is the sum of cross sections for all open states nf.
Note, in L-S coupling, due to degenerate energies, the transitions nf <- ni for nf = ni, and lf = li +/- 1, the cross sections are formally infinite, e.g. 2P <- 2S.
